Barcelona is participating in EUROCITIES-NLAO through the Social Action and Citizenship Area, which is responsible for the development of social service programmes in the city.
Over the last years Barcelona has been increasingly working on inclusion policies, developing the Municipal Pal for Social Inclusion, that was approved in 2005. The local government is deeply committed to the social policies, one of the main priorities on the present period. Barcelona has also recently designed a new model for basic social services, which started its deployment in 2009, in order to answer to the new national laws enforcing the universalisation of new rights.
Barcelona is the capital and the biggest city in Catalunya, with a population of over 1.6 million inhabitants in an area of 100 km2. It’s the centre of the Barcelona Metropolitan Area, integrated by 36 municipalities and with a population of over 3.1 millions.
The city has one of the oldest population of any major Spanish city with over 20% of residents over 65 (more than 330.000 people). The evolution of immigration in recent years has also been very significant. In the last 10 years it has increased from 2 to 18%. The official unemployment rate in the city is 12.9%, with peaks of 16.2% in some districts of the city.
