LAO Lille Métropole-Roubaix participates in Cities for Active Inclusion network through the Social Cohesion Project Department (D.P.C.S) of the City of Roubaix (100,000 inhabitants.) in partnership with Lille Métropole (1,200,000 inhabitants) of which Roubaix is a member.
The City of Roubaix is considered as one of the poorest cities in France. It has many years of experience in launching pilot projects on social inclusion, managed by the city, and financed by regional, national (Urban Social Cohesion Contract) and European (European Social Fund) authorities. These projects have been carried out within different suburbs of Roubaix, particularly in the most disadvantaged areas.
In the last 25 years the City of Roubaix has been a testing ground for social and urban public policies, mainly because of the multidimensional crisis that followed the closure of the textile factories in the area.
Lille Métropole and the City of Roubaix are very active in developing public policies and supporting innovative local initiatives led by civil society and the non-profit sector, in order to combat inequalities between the different suburbs of Roubaix and between the towns in the area of Lille Métropole.
The critical economic and social situation of the labour market in France and in Roubaix in particular has led the French and European authorities to authorise the city of Roubaix to introduce exceptional measures for improving the effectiveness of public measures in the field of fighting exclusion.
