The city of Sofia participates in the Cities for Active Inclusion network through the Social Activities Directorate (SAD), and the European Programmes and Projects Directorate at Sofia Municipality (SM). SAD falls under the Municipality Directorate of “Healthcare, Integration of Disabled People and Social Activities”, and has responsibility for the implementation of social policy measures at the local level. In 2009 the Council of Sofia Municipality has adopted the General Municipal Strategy for Development of the Social Services for the period 2009-2013.
The city of Sofia has a wide experience in delivering social services. The municipality is the main service provider in the Sofia region – offering about 40 different services to vulnerable people. The Municipality of Sofia recently launched a pilot service called ‘Assistance for Independent Living’ financed entirely by the municipality. This service addresses the needs of children and adults with disabilities aged up to 65 years, trying to apply the personal budget system in Bulgaria. For the period January – December 2009 around 1000 people have benefited from this service.
